The First Deputy Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef, has issued Ministerial Decree No. 2116 of 2025, introducing key updates to the Kuwait car insurance law 2025. The new decision regulates mandatory civil liability insurance for all vehicles registered in Kuwait, ensuring stronger protection for motorists and accident victims.

According to the decree, a model civil liability insurance policy for traffic accidents—outlined in Appendix 1—will be used until a new regulatory decision is issued. The insurance prices specified in Appendix 2 will also apply provisionally.

Under the updated Kuwait car insurance law 2025, the Insurance Regulatory Unit (IRU) is tasked with:

  • Establishing a list of approved insurance companies authorized to issue mandatory policies.
  • Defining conditions for companies to join this list.
  • Overseeing issuance procedures and ensuring compliance with the new standards.

The IRU will monitor implementation, handle complaints, and take legal measures in accordance with its governing regulations. Meanwhile, the General Traffic Department will no longer issue or renew vehicle licenses if the submitted insurance policy violates the provisions of the new decision.

The decree also clarifies that all existing vehicle insurance policies and their addenda issued before the law takes effect will remain valid, along with their associated rights and guarantees. Insurance companies must continue their administrative and technical operations related to these policies.
