Kuwait’s PAM tightens safety checks and introduces automated work schedule approval

The Public Authority for Manpower (PAM) announced that its inspection teams conducted more than 1,000 visits to industrial facilities across various governorates to ensure compliance with occupational health and safety standards. These campaigns revealed over 500 violations, including the absence of personal protective equipment (PPE), weaknesses in emergency and evacuation systems, and failure to carry out preventive maintenance on machinery and equipment.

Inspectors also discovered workers employed at locations not registered with the authority, which constitutes a violation of labor laws. PAM confirmed that all necessary legal actions have been taken.

Through the National Center for Occupational Health and Safety, PAM has intensified its monitoring efforts to enhance workplace safety and ensure adherence to professional standards. The authority emphasized that periodic inspection campaigns aim to raise compliance, protect workers, and support productivity. Business owners were urged to fully comply with safety regulations and cooperate with inspection teams.

  • Fixed Work: One continuous shift with fixed start and end times.
  • Flexible Work: One continuous shift with flexible scheduling based on fixed times.
  • Two-Shift Work: Divided into two shifts.
  • Multi-Shift Work: Two to four shifts, each not exceeding eight hours.

PAM outlined key regulations:

  • Year-round: Maximum 8 hours per day and 48 hours per week.
  • Ramadan: Maximum 6 hours per day and 36 hours per week.
  • Rest Period: A one-hour break is mandatory if more than five consecutive hours are worked, and it is not counted as work time.
  • Weekly Off: For licenses requiring 7-day operations, employees must receive a rotating day off.
  • License & File Status: Both the employer’s license and the employee’s file must be free of any suspension preventing the procedure.
