Kuwait Announces On-Arrival Tourist Visa for All GCC Residents

Kuwait Introduces Visa-on-Arrival for GCC Residents

Kuwait has announced new visa regulations allowing foreign residents of Gulf Cooperation Council (GCC) countries to obtain a tourist visa upon arrival.

Under Ministerial Decision No. 1386 of 2025, issued by First Deputy Prime Minister and Minister of Interior Sheikh Fahad Al-Yousef Al-Sabah, eligible GCC residents can now receive a tourist visa directly at Kuwaiti ports of entry.

The decision, published on Sunday in the official gazette Kuwait Al-Youm, takes effect immediately. To qualify, applicants must have a valid residence permit in a GCC country for at least six months.

This move replaces Decision No. 1228 of 2008 and aligns with Decree Law No. 114 of 2024 on the residence of foreigners. The Ministry of Interior has assigned its undersecretary to oversee the implementation of the new rules.

Officials say the change is aimed at boosting tourism and strengthening Kuwait’s relations with neighboring Gulf states.
