This comes after Resolution No. 3 of 2024 was issued in April, outlining changes to the work visa process. Here’s a breakdown of the key points:
- Employer Needs Assessment: Employers must obtain work permits based on a verified needs assessment by the PAM.
- New Fees: A fee of 150 Kuwaiti dinars will be charged for each work permit.
- Work Visa Transfers: Employees can transfer to a new employer within 3 years for a fee of 300 dinars.
- Exemptions: Certain entities are exempt from the new system, including government bodies, healthcare facilities, educational institutions, and some private businesses.
The PAM is finalizing preparations and expects to resume meetings soon. Strict measures are planned to prevent misuse of the system, with penalties for violations.

- Reduce labor costs and lower prices for consumers.
- Allow businesses to recruit foreign workers based on specific needs.
- Eliminate the practice of residency trade.
- Address labor shortages in sectors like construction.
