PAM Suspends Changes to Educational Qualifications and Job Titles for Expat Workers in Kuwait’s Private Sector

The Public Authority for Manpower (PAM) in Kuwait has officially suspended the modification of educational qualifications and professions for expatriate workers in the private sector. This decision follows the issuance of Ministerial Circular No. (1) of 2025 by the Acting Minister of Defense and Minister of Interior.

In a press release, PAM clarified that the circular mandates strict adherence to the procedures governing accredited educational qualifications and job titles, as recognized by the Authority. The move aims to enhance the integrity of Kuwait’s labor market and ensure job roles align with appropriate qualifications. In line with this, PAM has also been assigned to develop a Unified Kuwaiti Occupational Description and Classification Guide to standardize professions across sectors.

This circular is effective immediately, and all concerned entities are required to comply.
